Paul Duggan

Paul Duggan is a Certification Manager with more than 40 years of experience in product testing and certification and the development of standards for doors, windows and building hardware and other fire and security products.

Experience

With more than four decades of industry experience, Paul Duggan is Certification Manager at Warringtonfire, supporting manufacturers with product certification, compliance and market access requirements across the built environment sector.

Over his 34-year career with Warringtonfire, Paul has played an instrumental role in the growth and development of the organisation's building hardware , fire and security testing and certification services.

Having worked across manufacturing, testing, engineering and certification throughout his career, Paul brings a practical understanding of product performance requirements and the certification pathways required to bring products to market. He works closely with manufacturers, industry bodies and standards committees to support product compliance and maintain confidence in certified systems.

Paul is widely recognised within the industry for his contribution to European and UK standardisation activities, where he has represented both the industry and Warringtonfire for many years.

Career Highlights

• Successfully established a new certification department in the Netherlands for Element Rotterdam BV (ERO) following Brexit, enabling Warringtonfire and BM Trada to continue supporting clients with CE marking and access to European markets during a period of significant regulatory change.
• Convenor of CEN/TC33/WG4 between 2009 and 2017, overseeing 17 European task groups covering building hardware standards.
• UK specialist for European working groups covering panic and emergency exit devices and single-axis hinges.
• Former Chair of B/538/4, the UK committee responsible for hardware standards.
• Active participant in leading industry organisations including the Association for Specialist Fire Protection, Guild of Architectural Ironmongery, Door Hardware Federation and Secured by Design.
